Abatcha Umar Bukar was born on 14th January. 1961 in Gamboru Ngala. He attended both his primary and secondary school in Ngala. He joined Ramat polytechnic in the year 1989 where he obtained National Diploma in Business Administration.
After the completion of his Diploma he worked as an accountant with a community bank in Ngala where he rose to the position of assistant manager before becoming an elected Chairman of Ngala in 1996. In 1997 he was reelected as chairman under APP.
Before his appointment as commissioner of Religious Affairs, his was Board Member of Borno state scholarship Board, Caretaker Chairman of Ngala and a Special Adviser on two different occasions.
He also obtained a Higher National Diploma in Business Administration and Management in the same polytechnic in 2011. In 2017 he obtained Bachelor in Public Administration from University of Maiduguri.
